Mark brings more than 35 years of executive leadership across the heavy construction, environmental, transit, and public works sectors. His extensive background spans operational and financial management, business development, marketing strategy, and corporate oversight on complex infrastructure programs exceeding $1 billion in total value. A nationally recognized expert in UIC (Underground Injection Control) well engineering and construction, Mark has successfully led the development of over 45 UIC well projects, along with a diverse portfolio of Corps of Engineers initiatives—including environmental remediation, port expansions, and waterfront infrastructure. Mark’s leadership philosophy centers on three pillars: attracting and developing top-tier talent, deeply understanding client needs, and taking full ownership of outcomes. This approach has allowed him to drive transformative change, deliver measurable performance improvements, and build enduring partnerships across both public and private sectors. Jourdan Clements is a results-driven executive leader with over 16 years of experience spanning environmental services, heavy construction, oil and gas operations, and facilities maintenance. As Chief Operating Officer of Chemical Injection Partners (CIP), Jourdan leads company-wide execution—driving operational strategy, scaling infrastructure, and implementing the systems and controls necessary to support sustained growth.
He plays a central role in building CIP’s operational framework, aligning engineering, field execution, and business development to deliver consistent, high-performance outcomes. Jourdan has been instrumental in advancing CIP’s vertically integrated operating model—supporting the development of technology-driven solutions from design and build through deployment and scale—enabling greater efficiency, cost control, and long-term performance.
His background includes designing, building, and managing large-scale operations across more than 1,000 assets nationwide and leading teams of over 3,000 employees, bringing a proven ability to execute at scale.
Known for his hands-on leadership style, Jourdan works closely with teams at all levels to drive alignment, solve complex challenges, and deliver measurable results.

Quinn Markham serves as Chief Financial Officer at CIP, where he leads the company’s financial strategy, capital planning, risk management, financial reporting and performance optimization across all business units.
Quinn joined CIP in July 2025. Prior, Quinn spent 2009-2023 in Corporate & Investment Banking, covering Oil & Gas. From 2009-2021, Quinn was at Wells Fargo covering E&P and Midstream sectors as both a Portfolio Manager and Relationship Manager. Quinn covered a $2B+ portfolio of loans, including helping facilitate structuring of new loans, executing commodity derivatives, accessing public and private debt & equity markets, treasury management and loan syndications. Quinn was given the Pinnacle Award in 2018, awarded as a top corporate banker within Wells Fargo.
From 2021-2023, Quinn moved over to Texas Capital Bank as a Director & Senior Relationship Manager to help grow the banks presence within the Energy Sector. This included adding >10 new deals during his two-year tenure, including the banks first Energy joint bookrunner role on a high yield offering, the first Energy underwritten acquisition financing at the bank, and lead Agent on a number of transactions. Quinn was awarded The First Call Award in 2022, as being recognized for the top corporate banker within the Bank.
Following his Corporate & Investment Banking tenure, Quinn co-founded a startup technology and home service platform during 2023-2025, prior to selling in mid 2025.
Quinn graduated summa cum laude at the University of Texas at Austin. Quinn is married and has three kids.
Chief Revenue Officer (CRO)
Courtney DePol is Chief Revenue Officer at CIP Solutions, where she leads growth strategy, strategic partnerships, and market expansion for advanced water treatment and environmental technologies. Her work focuses on helping utilities, industrial clients, and governments address complex water challenges—including reuse, capacity limitations, and emerging contaminants such as PFAS—through innovative, scalable solutions.
Prior to joining CIP Solutions, Courtney served as Deputy County Administrator for Manatee County, Florida, overseeing a multi-billion-dollar portfolio across Development Services, Public Safety, and Human Resources. She played a key role in modernizing county operations, including development of the organization’s first enterprise-wide strategic plan and advancement of major infrastructure initiatives.
Courtney began her career in federal service with the U.S. Navy, holding leadership roles with the Naval Facilities Engineering Systems Command (NAVFAC), where she managed facilities, construction, and engineering programs supporting mission-critical operations. She is a licensed Professional Engineer and brings a practical, solutions-driven approach to infrastructure and environmental challenges.
She is an active civic and business leader across Florida, including membership in Leadership Florida (Connect Class 14).

Since 2010, Orla Drilling, and its affiliate companies have successfully aggregated surface right of way to install 400 miles of pipeline spanning through New Mexico and West Texas.
Seth Crawford, through Black Mountain, has scouted, assembled, and secured the assets needed to develop the sand mine portfolio for the largest frac sand company in the United States.
In the last 10 years, Seth has developed a process to acquire land, permit, and drill salt water disposal wells in a cost effective manor to be competitive in the changing oil and gas markets. He has successfully completed 55 SWD wells to date.
Orla Drilling Company has completed projects throughout the Eagle Ford, Permian, DJ, Balken, and Scoop Stack basins over the last 10 years. Their clients include companies such as NGL Energy Partners, Black Mountain Oil and Gas, Chevron, and Exxon Mobil.
Seth has developed relationships with many executives throughout his time in West TX and NM and continues to foster relations with the Texas Railroad Commission, Department of Transportation, Bureau of Land Management as well as advocate for the oil and gas sector politically.

E. Murphy Markham IV brings decades of leadership and financial expertise to CIP’s board. With a distinguished career spanning private equity and oil and gas banking, Murphy’s insights have been instrumental in shaping CIP’s strategic direction.
Murphy retired from EnCap Investments L.P. in 2021, where he served as Managing Partner. During his 15-year tenure, he played a pivotal role in fundraising, business development, and serving on the boards of numerous portfolio companies. EnCap Investments is one of the largest private equity firms providing capital to the upstream and midstream oil and gas sectors.
Murphy earned a BBA in Finance from Texas Tech University and an MBA in Accounting from the University of Houston, equipping him with the financial acumen and strategic foresight that continue to benefit CIP.

PE, PG - Chief Engineer / Hydrogeologist
Brad Pekas serves as Chief Engineer and Hydrogeologist for CIP Solutions, bringing over 35 years of experience in environmental engineering, hydrogeology, water resources, and site assessment and remediation. He holds both Bachelor’s and Master’s degrees in Geological Engineering and is licensed as a Professional Engineer (PE) and Professional Geologist (PG) in multiple states.
Brad has extensive experience in industrial facility siting, licensing, and permitting, particularly within the mining and power sectors. His background includes work on Class I, V, and VI (geosequestration) UIC wells across multiple states and USEPA regions, providing deep technical expertise in subsurface evaluation, regulatory strategy, and groundwater protection.
He has also applied advanced technologies, including UAS/drone and remote sensing systems, to support environmental engineering efforts such as 3D site modeling, vegetation analysis, and infrastructure assessment.
Brad has served as a qualified expert witness in federal and state courts, as well as administrative proceedings, in areas including geology, hydrogeology, groundwater modeling, and environmental remediation.

Mr. Lewis began his career as a consultant in the agricultural market, specializing in irrigation systems. He later transitioned into water cleaning and reclamation for beef, pork, and poultry grow and processing operations. Expanding his expertise, Mr. Lewis consulted in the oil and gas sector, focusing on water treatment technologies for repurposing, reuse, and recycling. He went on to found his own chemical compounding company, developing custom treatment chemicals for water reuse, recycling, and potable water applications. In this role, he was instrumental in designing chemistry for H₂S control and emergency water purification for field use during natural disasters and hurricane relief. Several of these formulations remain under active patent and patent-pending status. Mr. Lewis joined CIP to consult on chemical optimization and treatment process design for facilities managing contaminated water destined for UIC injection, repurposing, or compliant discharge.
